DUBLIN — The Dublin City (Regular School District) Board of Education opened three bids for a scoreboard installation project during a board session. CFO said the meeting had experienced a technical malfunction earlier and resumed the bid opening process.
An unidentified staff member read the first proposal aloud: “For ACT installs, a grand total proposal of $494,025.” CFO noted that while ACT installs listed insurance and bonds, “they do not actually have the bid bond present,” meaning the submission did not include the required bid bond document.
The second proposal, from JL Demo LLC / Digital Scoreboards of Ohio, included a bid bond. CFO stated the vendor “did submit, 10% check of the bid bond,” and that the 10% bond was acceptable for the bid. The staff reader gave JL Demo LLC’s base bid as $387,136, the lowest of the three amounts read.
CFO announced a third and final bid from Watchfire. The bond for Watchfire was present, and the staff reader said the base bid totaled $481,304.
CFO said the board would conduct due diligence and be in contact with bidders; the transcript does not record any formal award or vote on the contracts. The record shows one bidder (ACT installs) missing a bid bond, one fully documented low bid from JL Demo LLC / Digital Scoreboards of Ohio at $387,136, and a Watchfire bid of $481,304.
