Ysleta ISD reports progress for emergent bilingual students, details teacher waiver outcomes

Ysleta ISD’s academic language department presented the district’s annual English learner program evaluation and described student outcomes, reclassification counts and teacher certification progress.
Director Anna Esqueda reported TELPAS (language proficiency) results showing about 12% of emergent bilingual students rated at the advanced high level and summarized STAAR performance for reclassified students across tested subjects. She said 1,035 students were reclassified in the most recent cycle and noted two‑year comparisons that show thousands reclassified over the past two years.
Esqueda reviewed teacher certification and waiver activity: the district requested bilingual exceptions for 11 teachers and ESL waivers for 17 teachers; of those on the bilingual exception, three had passed the certification test as of Nov. 1, some had not attempted the test, and a few left the district. For ESL waivers, 12 of 17 teachers passed and applied for certification, while others did not attempt or did not pass. The department provides targeted professional development and one‑on‑one support for teachers working toward certification and offers makeup sessions.
Trustees asked whether failing certification would leave the district short‑staffed; Esqueda said the district supports retesting and provides ongoing professional development and compliance support. The presentation also noted that TELPAS moved fully online for most grade levels and that faculty are using practice modules to prepare students for the online speaking/listening interface.
Administration characterized the program as performing well relative to Region 19 and the state and said it will continue monitoring reclassified students and supporting teacher certification efforts.
