White Oak council approves routine motions, advertises 2026 budget and authorizes property sale

At its Dec. 15 meeting the White Oak Borough Council approved minutes, financial motions including a $411,522.44 check register and $83,864.12 in interfund transfers, voted to advertise the preliminary 2026 budget and authorized Keystone Collections Group to proceed with a directed sale of 1208 Ohio Avenue. Two resolutions also passed.
White Oak Borough Council approved a series of routine motions on Dec. 15, 2025, including acceptance of minutes, the treasurer’s report and several financial actions. Council approved the November check register, with items in the ranges 52239–52339 totaling $411,522.44, and authorized interfund transfers totaling $83,864.12.
Treasurer Jason Russell presented the November treasurer's report, which showed an unrestricted beginning balance of $1,604,131.17 and a restricted balance of $4,374,854.51 for a combined total of $5,951,985.05. Council moved, seconded and approved acceptance of the report by voice vote.
Council also voted to advertise the preliminary 2026 budget and set a special meeting for consideration and adoption on Dec. 30, 2025 at 6:00 p.m. Earlier in the meeting members agreed to amend the agenda to add the budget-advertising motion.
Amanda DePaulo moved and the council approved a motion authorizing Keystone Collections Group to proceed with a directed sheriff sale of property identified as 1208 Ohio Avenue, Lawton Block Number 461‑G‑31. The motion was seconded and carried by voice vote.
The council approved two resolutions: Resolution 2025‑20, a borough resolution to adopt initiatives to seek recognition as a Bird Town through the Audubon Society of Western Pennsylvania, and Resolution 2025‑21 authorizing disposition of certain borough records. Both resolutions were moved, seconded and approved by voice votes.
Other routine business approved included the monthly check register and formal acceptance of the engineer’s, tax collector’s and other departmental reports. Several items were presented as motions and passed without recorded roll-call tallies; the transcript records voice votes of 'Aye' and 'Motion passed.'
The council closed the meeting with announcements of upcoming meetings, including the Dec. 30 special meeting to consider the 2026 budget. The meeting adjourned after a final motion was carried.
