Council approves SUVPS quitclaim for Dry Creek Trail connection and irrigation easement for new high school

Springville City Council approved two separate property actions on Tuesday: a quitclaim and maintenance easement from Southern Utah Valley Power Systems (SUVPS) to finish a Dry Creek Trail connection, and an irrigation/land‑drain easement associated with new high‑school construction.
Stacy, a presenter for the Parks/Planning team, told the council the quitclaim would add about 1,300 square feet of trail space to connect the Dry Creek Trail to Kelvin Grove Park and described accompanying access easements so SUVPS could maintain fencing and irrigation access. Staff noted coordination with the irrigation company and drainage district and said the city engineer had reviewed the proposed easement location. “If we were to acquire this property, we would have a lot of different connections,” Stacy said, explaining how the acquisition fit the city’s active transportation plan.
A council member moved to approve resolution 2025‑42 to accept the quitclaim and grant an access and maintenance easement; the council conducted a roll‑call vote and recorded affirmative votes from members present. The formal motion and second were made on the record and the resolution was approved.
Staff separately described an easement request from the Springville Irrigation Company for a piped irrigation and drain line that runs through the new high‑school site and said engineering review found the easement location acceptable. Council moved and approved that irrigation and land‑drain pipeline easement as well.
Both measures were approved by roll call, and staff said they would continue coordination with the school district, the irrigation company and public‑works planners while finalizing the easement documentation.
