St. Francois County commission approves equipment purchases, bridge bid authorization and routine contracts

At a regular meeting, the St. Francois County Commission approved a suite of routine purchases and project actions, including equipment for county maintenance, a sidewalk change order and authorization to solicit bids to replace a local bridge.
Brian Riley, manager supervisor, asked the commission to approve purchase of a Z-turn mower with bagger for courthouse and justice center grounds at a Sourcewell price of $10,270.79; commissioners confirmed the purchase is budgeted for the next fiscal year and approved the request. Riley also requested a Kubota side-by-side with a front blade and salt spreader to maintain sidewalks across county facilities, which the commission approved at $34,337.92 through Sourcewell. "Complete price is 10,270.79," Riley stated when presenting the mower; he described the side-by-side as designed for sidewalk use and a drop-style salt spreader that will not broadcast salt onto lawns.
Separately, the commission approved a $13,099 change order for the West County sidewalk project after staff said crews encountered an unanticipated storm-water drain and would seek a partial refund from the contractor where possible. The road/highway administrator was authorized to solicit bids to replace the Alsbury Bridge; staff said structural beams already are on order with delivery expected in mid-to-late February and that the old bridge has been removed.
Commissioners also voted to send out requests for qualifications for on-call engineering services after a local firm, Great River Engineering Company, asked to be included on the county's list of potential engineering contractors.
Procurement and budget notes: commissioners repeatedly confirmed the approved equipment purchases were planned in next year’s budget; several purchases were made through Sourcewell, a governmental cooperative purchasing program, which staff said obviates a separate local bid process.
Votes at a glance: the consent agenda was approved by voice vote; motions to approve the mower and side-by-side purchases, the West County sidewalk change order, authorization to solicit bids for the Alsbury Bridge, and the RFQ process were all approved by voice vote. The meeting closed after departmental reports and a motion to adjourn.
The commission will next consider contract documents and any contractor refunds or change-order details as they return to staff for follow-up.
