Woodlawn council approves appropriations change, $1.22M advance and loan authorization

The Village of Woodlawn council on Aug. 26 passed two ordinances and a resolution to adjust city finances and support local projects.

Ordinance 19-20-25, an amendment to appropriations for the fiscal year ending Dec. 31, 2025, was moved, the council voted to suspend the rules and the ordinance passed on recorded roll call. Council members recorded in the roll call answered in the affirmative during the passage vote as reflected in the meeting record.

The council then approved Ordinance 20-20-25 to advance up to $1,221,600 from the general fund to the Springfield Pike fund. The ordinance authorizes the municipal manager to advance amounts as needed; funds will be transferred only as required and reimbursed when grant or other reimbursements are received.

Council also approved Resolution 26-20-25, authorizing the municipal manager to enter into a loan agreement with Active Woodlawn Inc. Meeting minutes record roll-call votes with named members recorded as voting "Aye." The resolution was presented and passed during the legislation portion of the meeting.

Finance and process context: the finance director had earlier reported a general-fund balance of roughly $3.9 million and a total-funds balance of roughly $8.1 million and recommended an appropriation increase and an advance to cover anticipated project cash needs. The municipal manager and staff said planned projects will be bid in coming weeks and the advances are structured to be temporary and reimbursable.

Next steps: ordinances and the resolution were adopted by the council; project-level transfers and the loan agreement will be executed according to the terms specified in the ordinances and resolution.
