The Beaumont City Council on Dec. 16 directed staff to take proposed updates to the city's billboard policy to the planning commission for additional study and public input.
Staff reviewed options discussed at previous meetings, including targeted overlays, replacement ratios (for example, 3‑for‑1 or 2‑for‑1 removal rules), caps and a potential pilot location for a digital billboard. An informational video presented an industry best practice for digital billboard brightness measurement (0.3 foot‑candles above ambient), sensor and dimming technologies used to limit glare, and measurement techniques.
A representative from Lamar Advertising asked the council to delay decisions and invited Lamar to present a proposal that could deliver revenue to the city with no net increase in structures (through leases or development agreements). Councilmembers raised questions about which existing signs are on city property versus railroad or private property, the potential for revenue sharing, and the need to assess aesthetic and traffic safety impacts. Several members suggested a community survey or other outreach in addition to the planning commission review.
Council voted by consensus to send the matter back to the planning commission for study and public feedback; staff will return with a planning‑commission recommendation and legal analysis of possible development agreements and revenue options.
