A separate concern focused on proviso language that reads, in part, "Board of County Commissioners approval may be required prior to filling any vacant positions." A commissioner noted that prior wording limited that requirement to the occurrence of a hiring freeze. Staff and budget managers said the change reflected cleanup of older language and was not intended to require board approval for every vacancy; they agreed to return with recommended clarifying language to ensure the county does not unintentionally broaden the board's approval obligations.
Commissioners discussed proviso item 15, which lists certain juvenile court positions as "suspended" for the 2026–27 biennium rather than eliminated; staff said that approach preserves HR position control so positions can be reactivated quickly if funding becomes available, while other positions in the reduction list are being eliminated in the HR system.
Next steps: staff will review the proviso language with legal and bring recommended language back to the board; budget reporting improvements are planned for the next year.
