Joshua Alford, representing the firm, told the committee that an initial proposed increase of roughly 16% had been reduced to about 11% through cost-containment measures. He said the parish's actions helped avert approximately $2.1 million in additional prescription costs and cited a 14.2% return on investment tied to those interventions. Alford also said the parish secured a three-year Blue Cross rate guarantee and reduced annual disability and life costs by about $21,000 through renewed carrier terms.
Committee members moved to introduce the ordinance to appoint the firm as agent of record for medical, dental and pharmacy benefits for 2026 and set the public hearing; the motion passed with nine yays as recorded.
