Committee hears updates on fire-mitigation grants and outreach plans

City staff updated the committee on current fire-mitigation work, grant activity and outreach plans. Staff said the city has a Cal Fire grant application (about $500,000) under review and submitted an $8.5 million FEMA hazard-mitigation application in September; the FEMA process will take many months and, if successful, funds would not be available until 2027.
Staff described outreach plans tied to those grant applications, including promotion of Firewise community programs, homeowner focused "Ready, Set, Go" messaging and inspection and education efforts. The committee discussed outreach to HOAs, the role of OCFA in inspections and enforcement, and the difference between private golf-course/open-space vegetation and areas where the city or enforcement agencies have jurisdiction.
Committee members also discussed potential alerting improvements (siren/alert systems) and noted federal earmark or grant opportunities to fund capital projects. Staff committed to sending the committee the city's emergency-management strategic plan and to preparing a fire-mitigation presentation for a future meeting.
Members discussed trade-offs between vegetation mitigation and landslide risk on steep slopes and asked staff to consider those risks when prioritizing projects.
