Councilmember Mister Redding read the amendment specifying priorities: "Priority 1 Hickman Avenue at 30% from Compton Road, south to the terminus. And second priority would be a 20% match for Hunt Ridge and Van Fleet," and moved the amendment. Members agreed to suspend the two‑reading rule to avoid missing application deadlines. The motion to suspend the second‑reading rule was approved by roll call vote (7–0).
Council then adopted Resolution 25‑1235 as amended by roll call vote, 7–0. The roll call recorded those present and voting in favor as Missus Lingo, Mister Parsons, Mister Redding, Missus Dosa, Mister George, Mister Young and Missus Rissell.
Administration said the application would include projects described generally as capital improvements to streets and infrastructure and that staff would incorporate the 30% match for the Hickman project and a 20% match for the Hunt Ridge/Van Fleet priority into the submission. City Manager Scott Bauer said the final grant amount for a related opioid settlement resolution (25‑1234) was not yet known; those funds would be placed into the city's opioid fund for EMS and opioid‑related responses.
In separate business, the council appointed Jessica Ramsey to the Board of Zoning Appeals for a three‑year term beginning September 2025 and ending August 2028. The mayor nominated Ramsey and the motion to appoint was seconded; the appointment was approved by voice vote.
What happens next: Staff will finalize the OPWC application language and submit it according to OPWC deadlines; staff will also note Hickman as first priority (30% match) and Hunt Ridge/Van Fleet as the second priority (20% match) as recorded.
