City Manager Bauer and administration staff described the application as the next step to pursue SORTA (SORTE/Metro) funding for a recommended Seward Avenue project. Bauer told council the administration and consultants (JMA, Human Nature) are evaluating whether to direct similar funding toward streetscape improvements in future applications and noted the city had applied last year for a different segment.
Why it matters: SORTA funding can offset local construction costs for streets, sidewalks and transit-supportive improvements. Council and staff said pursuing the Seward Avenue project is the highest-likelihood avenue to secure funds this cycle, while broader streetscape plans remain under development.
Procedural steps: Council voted to suspend the second-reading rule and then adopted Resolution 25-1227 by voice/roll call (7–0). The administration said it will prepare the application, coordinate with design consultants and, if awarded, return to council with contract documents for execution.
