Encinitas adopts four-year firefighters contract aimed at recruitment and retention

The Encinitas City Council unanimously approved a four-year Memorandum of Understanding (MOU) with the Encinitas Firefighters Association, effective Jan. 1, 2026 through Dec. 31, 2029. Human Resources Director Judy Von Kalinowski presented the agreement, which the city and union had approved in negotiations on Dec. 6; the HR director described the contract as providing stability to the department and supporting recruitment and retention.
Union representatives addressed the council in support. Fire Captain Donnie Butts, speaking for the firefighters, thanked staff and council and said the agreement supports public safety by helping the department remain an "employer of choice." Councilmembers commended the negotiating teams and highlighted public-safety priorities, including staffing and planned capital improvements.
Councilmember Lines moved to adopt the related resolutions to implement the MOU; the motion carried and council members expressed appreciation for the collaborative process. The city manager noted the agreement recognized both employee needs and fiscal constraints and thanked staff and union negotiators for reaching a unanimous recommendation to the council.
