Shaw County court approves consent items, carpet bid and salary adjustments; several routine votes pass unanimously

Shaw County Commissioners Court approved a slate of routine administrative actions at its Dec. 16 meeting, including the consent agenda, payment of regular bills, ratification of meeting minutes, award of a carpet-replacement quote, and an amendment to a court order to reflect 2026 salary adjustments.
The court voted 5–0 to approve the consent agenda after a motion by Commissioner Beacham and a second by Commissioner Fincannon. Later motions to approve regular bills and to authorize the County Treasurer to disburse payroll and bills also passed 5–0 (motion by Commissioner Fincannon, second by Commissioner Beauchamp). The court ratified minutes from the Dec. 9 and Dec. 12 sessions (motion by Commissioner Beacham, second by Commissioner Pincannon), again by unanimous vote.
On procurement, commissioners discussed two bids for carpet replacement in the future IT suite. The court awarded the Wagner Carpet quote at $12,007.76 over a competing Texas Flooring bid of $22,135; Commissioner Pincannon moved to approve the Wagner quote and Commissioner Beachum seconded the motion. Commissioners said the two quotes were presented as like-for-like estimates and approved the lower bid 5–0.
The court also amended Court Order 25.12.09.641 to adjust maximum proposed salaries for two departments — the Veterans Service Office and Indigent Health — by redistributing line items internally while leaving the overall budget unchanged. Commissioner Beauchamp explained that one position’s proposed increase was reduced to equalize others and fund a required 3% increase in a different position; the motion to amend the court order passed 5–0.
No controversial motions or roll-call dissents were recorded; minutes reflect procedural discussion and brief clarifications on bid comparisons and internal budget reallocations. The court adjourned at 10:54 a.m.
