Mayor sworn in; council recognizes Special Olympics volunteer and student officers, hears police department annual report

Brad Barth took the oath of office Dec. 16 and was publicly congratulated by council members and attendees during Muscatine’s council meeting.
The council recognized community members: Corey Leonard was honored for long-term service to Special Olympics, and student officers from Muscatine High School’s IJAG (Iowa Jobs for America’s Graduates) program introduced themselves and received certificates.
During staff updates, an unnamed police department presenter summarized the department’s 2025 highlights and said the year’s focal point remained community relations. The presenter reported that the co-responder program had "359 documented contacts" during the year, of which "260 of those people were successfully deescalated" and "only 12 of them required arrest." The presenter credited the program and department training for reductions in repeat arrests and said an annual report would be released shortly.
Council members used the remainder of the meeting to offer holiday remarks and to thank public works and first responders for recent service; the council adjourned for the year and will reconvene in 2026.
