Council signs contract amendments, purchase orders for Carver Corner roundabout and other projects

The Muscatine City Council on Dec. 16 approved several project contracts and administrative items that advance local transportation and sewer work, including a large amendment for the Carver Corner roundabout.
Council approved an amendment to a professional services agreement with Bolton & Menk, Inc. for $715,420 to support the Carver Corner roundabout project. The council also approved a $93,100 professional services agreement with ProSource Land Services for right-of-way and easement acquisition on that project.
Separately, the council authorized a $35,000 purchase order to Martin & Whitaker Surveyors and Engineers, Inc. for permanent easement and right-of-way acquisition for the West Hills Sewer Separation Phase 6E project.
Council also approved Change Order No. 10 on the Park Avenue 4-to-3 lane conversion project, a negative change order for $50,865.50. City staff explained the negative figure reflects balancing of previously authorized items and said, "It really has no financial impact to us, positive or negative, at this point." That explanation was given during council discussion and the change order was approved with all ayes.
Each measure was moved, seconded and approved by unanimous vote. Council members did not attach additional conditions to these approvals at the Dec. 16 meeting. Final project scheduling, billing and project management steps will follow the city’s procurement and construction oversight procedures.
