Sebring council approves first readings for Waterside annexation and rezoning requests covering phases 1–3

On Dec. 23 the City of Sebring council considered multiple companion ordinances to recognize annexed property at the Waterside Mobile Home and RV Park and to assign city future land use and zoning consistent with previously approved county plans.
Marissa Barbee of the Central Florida Regional Planning Council presented the requests. For phases 1 and 2, approximately 92.4 acres on the south edge of Little Redwater Lake were annexed; the county had approved a combined total of up to 451 lots for phases 1–2 with a minimum lot size of 2,400 square feet. The council heard that water and sewer have been constructed and that planning conditions limit certain lot sizes to RV use only. Planning & Zoning recommended approval and the council voted to approve Ordinances 15-61 and 15-62 on first reading and scheduled second and final readings for Jan. 6, 2026.
The council also considered phase 3 (roughly 64.48 acres) and approved Ordinances 15-63 and 15-64 on first reading; phase 3 would allow up to 350 RV lots consistent with the master plan. Planning & Zoning recommended approval, and staff noted conditions including lot-size minimums, master-plan conformance and landscaping requirements (canopy trees) to be enforced at site plan review.
Councilmembers cast recorded affirmative votes on the motions to approve the first readings; staff emphasized this step aligns city maps to previously granted county approvals rather than approving new unit counts beyond those approvals.
Next steps: second and final readings are scheduled for Jan. 6, 2026, after which the city will complete map updates and ensure the development proceeds consistent with the city’s master site plans and conditions.
