Seward council adopts several zoning changes; one rezoning request dies on the floor

The Seward City Council approved several zoning and land-use measures at its meeting, including an amendment to the city's Unified Land Development Ordinance and rezoning requests for multiple parcels in the city's extraterritorial jurisdiction.
Council approved ordinance no. 20 25-31 to revise articles of the Unified Land Development Ordinance (site redevelopment regulations in Articles 9.2, 10.2 and 12.2). Staff said the amendment changes minimum lot-size calculations so that many existing multifamily lots in R-3, R-4 and Urban Corridor districts would conform and be eligible to rebuild in the event of loss. The planning commission recommended approval 8-0 and no members of the public spoke against the change.
The council also introduced and passed ordinance no. 20 25-33 to rezone a 6.68-acre parcel at 2909 Waverly Road from AG (Agricultural) to RR (Rural Residential) so the owner's planned improvements will conform to zoning rules; the planning commission recommended 8-0 and the final vote was recorded as unanimous.
Separately, the council introduced and passed ordinance no. 20 25-34 to rezone roughly 18 acres south of State Highway 15 for Rumry Lawn & Landscape from AG to C-2 (Highway Commercial); staff noted the property sits in the city’s extraterritorial jurisdiction and that city staff are preparing cost estimates to extend services should annexation proceed. Applicant Jerry Rummery spoke in support of the rezoning.
A request to rezone 235 River Street from R-4 (high-density residential) to I-1 (limited industrial) was discussed but did not move forward after the planning commission recommended denial (7-1) and no council member volunteered to introduce the ordinance; the item therefore 'died on the floor.' The staff summary cited comp plan inconsistency, lot-width shortfalls for industrial zoning and resident opposition.
The meeting also included a public hearing on a Class D liquor license application for a gas-and-convenience footprint at Jackson Street (SIR Petroleum LLC / NP Mart). Staff said they received no public opposition, the police department reported no issues with the proposed manager, and that the applicant's purchase of the mall parcel was contingent on license approval.
