County moves forward with $16,000 digitization of historical road plans

Winnebago County staff told supervisors they have contracted for digitization of large-format road plans — mostly 24-by-36-inch drawings from roughly the 1940s through the 1980s — at an estimated cost discussed in the meeting of about $16,000.
Staff said older scans in PaperVision were too grainy to be useful; the new images will be stored in an ArcaSearch digital archive that is publicly accessible and much clearer. The items to be digitized include resurfacing plans, shoulder-widening plans and original construction documentation that staff and surveyors use to determine ditch profiles and culvert elevations.
Unidentified Speaker 5 said the digital images are “really nice” and noted about 2,600 documents will be included. Staff discussed technical and indexing limitations — for example, ArcaSearch will host the images but does not currently allow direct public uploads, so migration and indexing will require additional work. Staff suggested a longer-term goal of organizing the archive by drainage district so users looking for district-specific improvement records can find all related materials in one place.
No additional funding or programmatic changes were approved at the meeting; staff said they will continue migration work and may pursue additional digitization of records as the archive and indexing tools allow.
