Morgantown awards $653,775 pump-track contract to Nature Trails NC LLC amid $150,000 grant shortfall
Summary
Council approved awarding bid call 202607 for a bike skills pump track to Nature Trails NC LLC for $653,775 after staff rejected two earlier bids; staff said the low bidder submitted a lower-scope product and another omitted municipal tax/service items, and they expect to cover a $150,000 gap with grant coordination.

MORGANTOWN — The Morgantown City Council voted unanimously Dec. 16 to award a $653,775 contract to Nature Trails NC LLC to build a bike skills pump track at the Skatepark/Valley Crossing site.
Director of Public Works and Engineering Damien Davis told council that staff rejected two earlier bids: Veritas’ submission appeared to offer a lower-scope product than the city specified, and American Ramp Company’s packet omitted municipal tax/service items that would have required a change order. Davis said Nature Trails submitted the most complete package.
Davis said Nature Trails’ bid is roughly $150,000 more than the Land and Water grant award for the project, but staff have spoken with the grant manager (Bill Park) and ‘‘we think we can come up with the difference.’’ He also said Nature Trails has completed trail work in the area and is partnering with other firms to meet the pump-track scope.
Council moved and seconded the award and approved it on a recorded vote of 7–0.
What’s next: Staff said they will coordinate with the grant manager to reconcile the $150,000 shortfall and move to contract execution and construction as soon as possible.
