Waukegan Planning & Zoning approves multiple variances, recommends map changes and schedule

At its Dec. 18 meeting, the Waukegan Planning & Zoning Commission handled a mix of variances, recommendations and procedural items, approving or recommending action on several zoning cases.
Lot-coverage variance: The commission heard Zoning Calendar 28-10, a variance request for 2015 West Glen Flora to allow 50% rear-yard lot coverage where the UDO standard is 40%. Planner Tyler Williams explained the calculation (the application equated to a 25% variance). Applicant Maricela Huittron described removing hardscape and adjusting the plan to move toward compliance. The commission voted to accept the findings and recommend City Council approval.
Pace Suburban Bus Company: For Zoning Calendar 28-11, staff and the applicant explained a request to permit 8-foot fencing for medium-voltage equipment and chargers associated with an electric bus fleet. Kenny Chavez said phase 1 installed 12 chargers and the facility plans to expand; staff confirmed other code elements are in compliance. The commission moved to recommend City Council approval of the variance.
Zoning map revisions: Staff summarized proposed 2026 zoning-map amendments covering 14 parcels (including park-district properties to be rezoned Conservation/Recreation and several business/residential corrections). Commissioners voted to recommend the map revisions to City Council.
Other procedural items: The commission continued Zoning Calendar 28-17 (vocational school) to the January meeting after the applicant could not attend. Commissioners also approved the Planning & Zoning regular meeting schedule for 2026 (second Thursday, 7 p.m.) and adjourned.
Votes and motions recorded in the meeting include multiple roll-call approvals; where staff recommended conditions those were included in the motions recorded in the minutes. Many items were handled as routine with limited discussion; the more extensive debates involved the Fansteel fence and Raekwon's Haven items covered separately.
