Knox County Beer Board unanimously approves beer permit for Country Burrito Express on Lovell Road

The Knox County Beer Board voted unanimously Monday to grant an on-premise beer permit to Country Burrito Express at 1606 Lovell Road in District 3.

The board swore in applicant Floyd Rebase, who gave his address as 111 South David Lane, and was questioned by Senior Deputy Law Director Mike Moyers about application accuracy, residency and criminal history. Moyers asked whether Rebase and his staff would follow state and county laws and whether they would make “no beer sales to minors.” Rebase answered, “Yes, sir,” and denied any convictions or prior alcohol violations recorded in the past 10 years. He also said beer had not previously been sold at that location and that the premises are leased and will be operated by a manager.

Commissioner Oster, who moved the permit, noted “this will be our second Country Burrito in District 3” and asked whether the Lovell Road location would be attached to a gas station; Rebase said it would be a smaller, takeout-and-restaurant format. Commissioner Jackson seconded the motion; the clerk called a roll and all present commissioners voted “aye.” The chair declared the motion carried.

Board staff reported no outstanding issues from Knox County Codes or the fire marshal during the review. After the vote, the chair encouraged the applicant to consult Metro Drug Coalition representatives present at the meeting for staff-training resources and policies aimed at preventing underage sales.
