Library gift: Ordinance O‑25‑40 recognizes a bequest from the estate of Velma Sewell Daniels totaling $258,879.07 to the Winter Haven Public Library and amends the current fiscal‑year budget to increase the library fund’s other contributions revenue account and the materials expenditure account. Staff said the gift reflects the donor’s long‑standing commitment to literacy and recommended adoption.
Purchase‑order rollforwards: Ordinance O‑25‑41 authorizes rolling forward open purchase orders and outstanding encumbrances from FY 2024‑25 to FY 2025‑26; staff reported the total value of rolled forward purchase orders as $58,118,080.31 and emphasized this action continues previously approved contractual obligations rather than creating new spending.
Prior fiscal‑year budget amendments: Ordinance O‑25‑42 authorizes amendments to the prior fiscal‑year budget to ensure project expenditures are fully funded in the year costs were incurred. Staff said the amendments reallocate existing resources and do not require new funding.
All three ordinances were adopted on second and final reading by voice vote. Staff recommended adoption on the grounds of proper accounting and legal compliance, and cited Florida Statutes Section 166.241 as the authority for budget amendments and rollforwards.
