Staff also said the capital improvements element update includes adopting by reference the Florida Department of Transportation and Polk County five-year transportation improvement programs and the Polk County School Board’s facilities work program for the same period. For the record, staff stated public-notification requirements were met and recommended approval; commissioners voted to recommend adoption by voice vote.
Next steps: the recommendation will be forwarded to the Winter Haven City Commission for final adoption and inclusion in the comprehensive plan.
