Roselle staff propose expanding amusement tax to streaming and raising video-gaming terminal fees

Roselle’s finance director presented two revenue changes the board will consider at an upcoming meeting: an amendment to the amusement tax and an increase to video-gaming terminal fees.
Finance Director Tom Dahl told the board the draft ordinance would raise the amusement tax rate from 3% to 5% and expand the taxable base to include video-streaming services. He said the ordinance would exclude cable service and franchise-fee-covered video services per state model ordinance language and that staff will include state statute citations in the final draft. Dahl said staff identified more than 50 providers to notify by certified letter and phone and budgeted a conservative estimate of $100,000 in new revenue, with upside potentially reaching $200,000 as the program scales.
Dahl also described a proposed change to the Class T liquor license terminal fee for video gaming terminals, proposing a fee of $750 per terminal. He said that change is included in the 2026 budget and could increase village revenue by about $50,000. Board members asked for the list of providers being contacted and for additional revenue-per-terminal figures; Dahl agreed to provide those figures before the next meeting.
Both items were discussed and placed on the agenda for a vote at the board’s next meeting; no vote was taken Dec. 2.
