Morgantown awards nearly $956,000 contract for 2025 street improvements to Bridal Paving

Morgantown City Council voted unanimously Nov. 25 to award bid call 2026-01 for the 2025 Street improvement project to Bridal Paving Company for a combined contract amount of $955,938 (base bid $803,180.50; alternate 1 for North High Street $152,757.50).
Director of Engineering and Public Works Damian Davis told council the work includes about six miles of roadway in locations listed in the council packet and said staff expects the bulk of construction to begin in spring, weather permitting. ‘‘As part of that, we were doing about, 6 miles of roadway, the roads that, are in your packet,’’ Davis said, noting prior utility and WVU infrastructure work delayed the city's paving schedule.
On North High Street specifically, Davis said crews will "take all the bricks out, build it back up from scratch" and that the contractor is responsible for removing and palletizing bricks for storage at the city garage for potential reuse in a future intersection project. He said the city will separate paving and ADA-ramp work into distinct contracts in coming years so concrete and asphalt contractors do not conflict on schedules.
Council members asked about timing and resource impacts for next year's paving program; Davis said the low bid came in under budget and the city plans to allocate remaining funds toward a separate ADA project. He said the contractor anticipated the North High Street segment could be completed in roughly two to three weeks once started and that operations could proceed in milder winter weather if asphalt plants remain open.
The council approved the contract by roll call, 7-0, and Davis said he would follow up with a schedule after meeting with the contractor.
