Mayor Trumbull opened the item and staff noted the ordinance had its first reading Oct. 7. Deputy Mayor Butcher said she would recuse herself "due to ongoing litigation with Dave Vifor, just, to avoid any impropriety," and left the room for the discussion and vote. City staff answered council questions about the item and said they were available to address any technical issues.
A council member moved to approve the ordinance and, after no additional discussion, the council approved it by roll call, six votes in favor and none opposed, with Deputy Mayor Butcher recorded as absent for that vote. The council resumed full membership after the vote.
The ordinance returns zoning control for the specified parcels from an industrial classification to a service-business designation; staff indicated the change had been presented to council previously and there were no public speakers at the hearing on the item.
Next steps include formal ordinance adoption language and administrative updates to the city zoning map. Staff said they would process the map change and publish the updated zoning designation.
