Rockbridge supervisors approve school lights, financial appropriations, volunteer coverage and bylaws; two local appointments confirmed

At its Nov. 24 meeting, the Rockbridge County Board of Supervisors approved a $656,766 school appropriation for high-school field lights, additional appropriations including sheriff’s grants, volunteer workers’ compensation coverage for Glasgow VFD at $1,725 annually, open-ended engineering contracts, adoption of board bylaws, and two advisory-board appointments.
The Rockbridge County Board of Supervisors voted unanimously on Nov. 24 to complete several routine appropriations and policy items, including a $656,766 appropriation for Rockbridge County High School ball field lights, additional appropriations to pay county bills and recognize sheriff’s office grants, and a resolution to provide workers’ compensation coverage for Glasgow Volunteer Fire Department volunteers through BayCorps.
During the meeting Chair Ayers called for a vote on the school appropriation resolution, which staff described as the second step following an Oct. 14 transfer. The board approved the resolution by roll call.
Finance staff presented the county financial report and a resolution to authorize payment of bills and additional appropriations. The report showed federal revenues year-to-date of $18,427,695 and expenses of $23,494,740, producing a year-to-date deficit of about $5,067,045; staff noted that most property-tax receipts arrive in December and that the FY25 audit is underway but delayed by a recent government shutdown affecting audit reporting updates. The board approved the appropriation resolution.
On volunteer coverage, staff explained a Vincorp audit had identified a requirement under state code that volunteers receiving pay-per-call stipends must have workers’ compensation coverage. To meet that requirement, the county will pay a BayCorps self-risk pool premium of $1,725 annually to cover active members of the Glasgow Volunteer Fire Department, with the FY25 invoice to be paid from the fire-rescue budget. Supervisors discussed whether to offer similar coverage to other volunteer departments in future budget cycles and approved the resolution authorizing the Glasgow enrollment.
The board also approved a slate of nine firms for open-ended engineering and surveying services (selected from 14 proposals). Firms listed by staff included Hurt & Proffitt; Perkins & Orrison; Timmons Group; Romo, Klepper & Call; Thompson & Litton; McGill Associates; Spectrum Design; TRC Engineers; and TransSystems Corporation. County attorneys reviewed the agreements before the vote.
County attorney-drafted bylaws for the board were presented with several non-substantive edits (preamble wording, punctuation, article renumbering, inclusion of an electronic-meeting policy, and added decorum and confidentiality articles). The attorney outlined two options regarding whether the chair may make or second motions; the board indicated it would retain the current practice (option 1) and adopted the bylaws by resolution, directing updated copies be provided to supervisors and posted on the county website.
The board filled two vacancies by roll call: Travis Coffey was appointed to an unexpired TCO term (replacing Jason Harris), and Virginia Cameron was appointed to the Rockbridge Area Community Services Board for the term expiring Dec. 31, 2025.
