Staff explained that the UZO designates city engineers or building commissioners as AOs for their jurisdictions; for West Lafayette the role is held by Chad Spisnoggle (building commissioner and director of housing), in Lafayette the AO is Jeremy Grenard, and for unincorporated Tippecanoe County the county building commissioner is the designated AO, with Bill Robinette identified and Ryan O'Gara designated for zoning enforcement in the three towns (Battle Ground, Clarks Hill and Dayton). The AO has discretionary authority over matters such as site plan conformity, buffer yards, fencing and certain parking regulations. Staff also explained that an AO's official decision may be appealed to the Board of Zoning Appeals, typically on a 15‑day timeline.
Separately, staff briefed the commission on the solar study committee: two meetings in January and two in February are planned, with the ordinance committee to scrutinize the committee's recommendations and the objective of reaching the county commissioners by June 1 (the moratorium on solar rules lapses June 2). Staff suggested extending ordinance‑committee meeting times (for example to 6:30 or 7 p.m.) or holding a special meeting to allow sufficient public testimony and detailed review.
Commission members asked about AO meeting transparency; staff clarified AO meetings are internal staff meetings (not formal public meetings) though organizers may invite participants. Members suggested including AO meeting summaries in the director's report to improve transparency to stakeholders.
