APC recommends Z3013 (Schroeder Land Trust) to county commissioners despite staff opposition

The Area Plan Commission on Dec. 17 took up Z3013, a petition from Schroeder Land Trust seeking to rezone a property just north of West Lafayette from R‑1 (residential) to GB (General Business).
APC staff (Amanda) recommended denial, saying the request offered no identified use, lacked confirmed water and sewer service at the time of the staff report, and conflicted with the 2024 comprehensive plan guidance that calls for medium‑density residential in the Wabash‑Tippecanoe townships. "Staff cannot support the request," Amanda told the commission, noting community sensitivity to nonresidential requests in the area.
Petitioner representative Ryan Munnon of RTS Law argued the parcel is well‑connected and that recent nearby development (including Aviatum, Millbrook, SK Hynix and several Buckingham phases) has created market demand for commercial services. Munnon said approximately 2,000 single‑family homes lie within two miles of the site and that conversations about water and sewer commitments with the county commissioners were underway.
Developer and nearby‑landowner Steve Schreckengas (635 S. Earl Ave.) spoke in favor, saying the area has nearby medical facilities and large residential projects and that GB zoning would add needed commercial nodes. He added that commitments could be finalized later at the commissioners’ hearing.
Despite the staff recommendation, the APC reported a recommendation tally of 13 in favor and 2 against; the petition will be forwarded to the Tippecanoe County Commissioners for final action on Jan. 5.
