Planning board declares lead agency for Middletown Commons mixed-use project

The City of Middletown Planning Board voted Dec. 3 to declare intent to act as lead agency under the State Environmental Quality Review Act for Middletown Commons LLC’s proposed mixed‑use project at 203–231 Dolson Avenue, a six‑story complex that would include 150 dwelling units, ground‑floor amenities and commercial space.
Caleb Carr of Menbach, Eggers & Carr and Joseph Thompson, project architect, told the board the proposal includes a roughly 28,000‑square‑foot existing office building and a 6,000‑square‑foot future pad site; the development team said parking for the combined uses would be 491 spaces versus 476 required. The project has been before the board several times and the applicants indicated they were responding to county, New York State Department of Environmental Conservation (DEC) and Department of Health comments.
The board confirmed mailings and circulated lead‑agency notices; members said they would keep the public hearing open and require the applicant to respond to county and state technical comments before the board considers final action. The board voted to become lead agency and adjourned the application for future consideration pending the applicants’ responses and required plan revisions.
Next steps: Applicant to provide responses to DEC, county health and county planning comments and CPL will continue technical coordination. The public hearing remains open and the board will take up the project again after outstanding materials are filed.
