The petitioner said he had conducted community outreach and planned screening, continuous tree lines and solid fencing to limit impacts.
Two nearby residents, Carolyn Westbrook and another neighbor identified as Mr. Dunn, testified in opposition. Westbrook said the lot’s current activity has brought vermin, unleashed dogs and persistent noise; Dunn said the property had been used as a tow/repair yard with compressors and generators running at all hours and worried the rezoning would increase fumes, engine repair and other disruptive activity. Councilmembers asked whether neighbors had filed 311 code reports and whether code enforcement had been on site; staff said code enforcement had left comments about outdoor storage during the review cycle.
