Council approves DocuSign subscription to digitize city contract workflow

MIDDLETOWN — The City Council voted to authorize a one-year DocuSign subscription to digitize execution and archival of city contracts and certain personnel onboarding documents.
Mr. McDermott, who presented the proposal, said the package would include five sender licenses and unlimited documents at an annual cost staff estimated at roughly $4,200–$5,000. "DocuSign will automate that process up to and including the council agenda items," McDermott said, adding the system can be set to alert staff when contracts are due to expire.
Councilors asked how licenses would be assigned and whether departments or vendors without email access could still participate. McDermott said staff and the clerk’s office would manage the process, and non-email users could receive copies from the clerk. The council agreed the system should not change the council’s approval process and approved the subscription by voice vote.
Next steps: Staff will include the contract and exact cost on an upcoming council agenda packet and designate license holders.
