Council approves generator maintenance contract after questions on scope and cost

Council approved on Dec. 17 a one-year maintenance agreement with American Generator Services covering preventive maintenance for six large generators (350'500 kW) and on-call repairs for 25 of the city's 37 generators. Juan Rivera, interim director of asset management, said the contract is not an upfront payment but a not-to-exceed authorized amount for services as requested by the city.
"For this contract, it's preventative maintenance on 6 of the 350 to 500 kilowatt generators," Rivera explained. He said the remaining smaller generators (below 350 kW) receive annual preventive maintenance from city staff. Council members pressed staff for manufacturer and warranty details for newly purchased generators intended to support warming centers; Riveria and staff said many units are from multiple manufacturers (Cummins among them) and offered to follow up with exact models and warranty terms.
Councilman Kentoo noted City Hall's older generator (1986) recently failed and that the city rented a 500 kW unit as a temporary measure; staff confirmed that issue and said rental and repair costs will be included in upcoming budget proposals. Past contracts had high not-to-exceed amounts but the city historically spent far less when internal crews performed maintenance.
The contract passed on a recorded voice vote after council discussion.
What happens next: Staff will provide a detailed inventory (manufacturers, ages, warranties) and include generator replacements and rental/repair costs in the upcoming budget process; preventative maintenance will be scheduled per contract terms and the city will add new units to the contract as acquisitions come online.
