The Rosemount-Apple Valley-Eagan school board on Monday certified a maximum property tax levy of $168,815,699 for taxes payable in 2026, voting 7-0 to approve the figure following a Truth in Taxation presentation.
Christopher Robshaw, presenting the district’s Truth in Taxation hearing, said property taxes represent about 22% of the district’s overall revenue, with more than 56% coming from state sources and the remainder from local and federal sources. Robshaw described the distribution of levy dollars across funds and said the general fund receives approximately 76% of the property-tax portion allocated to district operations.
Robshaw walked the board through taxpayer timelines — valuation notices in March, appeal windows in spring, tax notices in November and final tax payments in April — and described the three components that affect tax amounts: estimated market value (set by county assessors), property classification (set by state law) and the jurisdictions’ levies. He said the proposed levy represents a $12,800,000 increase year over year and provided both a percentage and dollar increase as presented: “This represents a 12.8 percent $12,800,000 increase from prior year or 8.2% increase,” reflecting the figures shown in the presentation.
After allowing for public comment (none was offered) and board questions, Jackie moved to certify the maximum levy and Robin seconded. Chair Johnson called for the vote and the motion carried 7-0.
The certification sets the maximum levy that will be submitted to county tax authorities; final tax bills will reflect property valuations and the distribution of levy rates among taxing jurisdictions. The district indicated more detailed budget material will be presented as part of the final budget approval process in January.
