Board authorizes parameters resolution to explore refunding up to $31M in bonds

The Weber School District board approved a parameters resolution authorizing staff to pursue potential refunding of outstanding general obligation bonds. Finance staff said the district still owes roughly $21,000,000 on 2013 bonds and $14,500,000 on 2014 bonds and asked the board to delegate authority to officials to finalize terms if market conditions become favorable.

Brock Mitchell and outside advisors described a refunding opportunity that could save taxpayers roughly $1,700,000 and shorten the district’s payoff timeline by about three years. The parameters resolution does not itself commit the district to a refunding sale; it delegates authority to officials to confirm final terms and complete a refunding if conditions are appropriate.

A board member asked whether a final refunding would require a return to the board for approval. District staff replied the parameters resolution is intended to allow prompt action if markets align while keeping the board informed; the board approved the resolution on voice vote with no opposed voices recorded.

The business office will continue to monitor market conditions and report to the board about any proposed refunding for final confirmation within delegated parameters.
