Planner Amy Barrows said the project already cleared a recent zoning text amendment by common council and that the applicant, identified as Bonnie, proposed a two‑phase approach. Phase 1 would use existing northeastern buildings for a market with temporary port‑a‑lets and marked gravel parking; phase 2 would bring permanent replacement buildings including a market and coffee shop. Proposed market hours are Wednesdays 10 a.m.–3 p.m., Thursdays/Fridays 10 a.m.–5 p.m., and Saturdays 10 a.m.–4 p.m.; up to four food trucks could operate one Saturday each month. Seasonal operation was proposed (September–February 2026) to avoid full commercial building‑code conversion until phase 2.
The commission approved a motion to schedule a public hearing for the Jan. 28 plan commission meeting so neighbors and staff can review a detailed site survey and landscape plan ahead of final action.
