The Plan Commission on Nov. 19 recommended that common council approve the site‑plan and specific implementation plan for a veterinary urgent‑care facility proposed for Hillside Drive (B & G Realty/Ryan Butler), subject to standard engineering, landscape and mitigation conditions.
Staff reported the project fits within the existing planned‑development conditional‑use statistics — including green‑space and impervious‑surface limits — once Home Depot (excluded from the PUD calculations) is removed from earlier calculations. The design team added roofline details and dormers to break up massing and proposed landscape and lighting plans that staff will forward to engineering for review.
The project will remove 10 trees and proposes 12 new deciduous trees and seven evergreens plus shrubs and perennials; staff said tree mitigation calculations (inch‑for‑inch) remain pending until species and sizes are confirmed. Engineering had identified adequate room for stormwater facilities and requested a road‑setback waiver for a monument sign; public‑works review will examine signage placement and visibility.
Commissioners moved to recommend council approve the site plan and implementation plan subject to the list of staff conditions (engineering comments, developer’s agreement for public improvements if required, financial guarantees, public‑works review, tree mitigation determination, and final lighting/landscape/ dumpster and fence details). The motion passed by voice vote.
