The Plan Commission on Nov. 19 approved site‑plan appearance and land‑altering activities for multiple properties on Indian Spring Drive (applicant Sean Kelly), subject to engineering, DNR and landscape conditions.
Staff recapped prior reviews and said a wetland delineator found no wetlands on the parcels and that the DNR confirmed that finding. The plan calls for filling a depressional area and re‑establishing a controlled low area with an engineered drainage plan; staff recommended approval contingent on issuance of a new erosion control permit, DNR documentation matching city plans, engineering review of the landscape and tree plan, and completion of plantings and seeding by July 1, 2026 unless extended by staff.
Nearby residents and Commissioner Laura (speaker 6) raised concerns about the use of clean fill, debris and potential effects to neighboring properties, including questions about former wells and septic systems and soil borings. Staff said the applicant had obtained a stormwater permit and that the site would be stabilized for winter; the applicant agreed to finish the work in spring and comply with required permits.
Commissioner (speaker 7) moved to approve the proposed land‑altering activities subject to the six conditions outlined by staff; the motion was seconded and passed by voice vote. Engineering and public works will review drainage, erosion and landscape details before work resumes in 2026.
