The City Council authorized a $384,949 professional services agreement with the Lakota Group to develop a consolidated comprehensive land use plan, a unified development ordinance and related updates, city staff said.
"This plan seeks to consolidate the affordable housing plan, our bikeway implementation plan, the downtown station area master plan, historic preservation plan, and the Southeast master plan into one cohesive document," a staff presenter said. David, the Lakota Group representative, outlined an anticipated two-year schedule with roughly six months of public engagement followed by drafting and zoning updates. He said steering-committee oversight will include council and commission representatives.
Council members asked about the scope, timing and budget. Staff said the item was budgeted for fiscal year 2026 and likely to roll into fiscal 2027 as work continues. Alderman Malecki and others said the consolidated plan should give the city more flexibility and a clearer implementation roadmap.
Council approved the contract after discussion. The contract will fund public engagement and a rewrite of zoning and subdivision regulations to align with the comprehensive plan.
