Schwartz and other commissioners sought a legally permissible, even‑handed framework, asking staff to review Chapter 162 of the Florida Statutes, ICMA best practices and local policies. Mayor Angelo Castillo cautioned against case‑specific discussion but agreed the city should research statutory limits and practical improvements. “If within the statute there are best practices that we can import, I think that those would be worth looking at,” the mayor said.
City Attorney Gorn confirmed he had assisted in drafting the commission’s proposed language and committed to meeting with code enforcement staff to prepare recommendations for the commission that comply with state law. The commission did not take a formal vote but directed staff to return with proposed policy options.
