Commission advances procurement‑code revision on first reading after amendment restoring Section 35.34 oversight

Pembroke Pines commissioners passed proposed amendments to the city’s procurement code on Nov. 19 on first reading after adopting an amendment to preserve existing commission oversight for Section 35.34.
Commissioner Rodriguez moved the ordinance to revise Chapter 35 (procurement procedures). Commissioner Goode raised concerns that proposed changes to Section 35.34 would transfer certain approval authorities to the city manager and could reduce public oversight and accountability. Goode asked that any changes to Section 35.34 be struck from the proposed ordinance; the commission approved that amendment and then approved the item on first reading by a 4–1 vote.
City staff said the revisions were the product of a workshop and that, aside from the deletion of Section 35.34 changes, the first reading proceeded to refine codified procurement thresholds, exemptions and rules for commission review. The ordinance returns for second reading consistent with the city’s normal ordinance process.
