Committee reviews draft plan principles and a pedestrian-facility map preview

S3 introduced the document structure and said the draft contains placeholders (introduction, principles, general designs, implementation and resources), with the yellow-highlighted text representing new material introduced for committee review. Several members recommended a two-tier approach: move high-level purpose statements and principles up front and relegate detailed conflict-point descriptions and technical design guidance to appendices.
Speaker 6 suggested raising the level of headings so readers see the broader safety goals before getting granular; Speaker 5 and others defended the value of technical detail, saying explicit conflict-point guidance helps council and staff identify design problems during review. "When we're talking about planning and design, it's important to know exactly where these places are," Speaker 5 said, urging retention of specific examples.
S2 previewed a pedestrian facility map that will show sidewalk gaps, crossing-guard areas, school-walk zones and locations of Rectangular Rapid Flashing Beacons (RRFBs). Staff said the map will be distributed for review and attendees can annotate or request printed copies if they prefer.
S3 also reminded members of an upcoming public hearing next Thursday at 5:30 p.m. on the Century Bridge replacement and related underpass work at Promery Middle School; staff will locate and distribute the official notice. The committee adjourned without formal votes.
