Streator council approves annexation, backs EPA Brownfields assessment application, and OKs MFT appropriation; mayoral appointment confirmed

The City of Streator City Council voted unanimously on several action items during Monday’s meeting, approving an annexation ordinance, a resolution supporting an EPA Brownfields assessment grant application, an $80,000 Motor Fuel Tax (MFT) appropriation for the Iowa Avenue project, and a mayoral appointment.
Annexation: The council adopted Ordinance 20 25 44 to annex portions of the Circle Drive subdivision into the City of Streator, with an effective date of Jan. 1, 2026. Staff explained the date was selected so the newly annexed properties would not receive a 2025 city tax bill; staff also confirmed the petition had been filed and court steps completed before the council vote. The clerk recorded "Aye" votes from Danko, Geary, Reid, Shire and Mayor Bedell and the ordinance passed.
Brownfields assessment: Council approved Resolution 20 25 44 to support a US EPA Brownfields assessment grant application targeting testing and assessment work on the north half of the Smith/Douglas site. Staff and consultant representatives said Adrian Environmental prepared the grant application at no cost to the city; the resolution commits the city to apply for assessment funds (a $500,000 grant was discussed) that would fund testing and position the site for future remediation funding if awarded. Roll call was unanimous.
Iowa Avenue MFT appropriation: The council approved Resolution 20 25 45 to appropriate an additional $80,000 in MFT funds to close out the Iowa Avenue roadway project. Staff reported additional work identified late in the project—soft spots and added quantities for driveways and sidewalks—required the appropriation so the project can be finalized and the state closeout completed. Roll call was unanimous.
Mayoral appointment: Mayor’s appointment of Andy Urbana to a term ending June 2028 was put forward, seconded and approved on a unanimous roll call vote.
What was not decided: These votes were discrete agenda items and not tied to budget adoption. The council later continued with an extended budget preview and scheduled further budget and levy work sessions.
