SPRINGFIELD — The Board of Mayor and Aldermen voted down a proposed rezoning for 2209 Ruth Street on a 1–6 vote after hearing that the Planning Commission recommended denial while city staff found the application technically compliant.
City staff told the council the planning commission evaluated the application and "voted to recommend that you all deny this rezoning request," while staff's review found the application met zoning and subdivision regulations. Staff explained the owner had applied to rezone the property to R-7 to preserve a future right to subdivide into two lots should the existing house later be removed.
Council members questioned the prudence of approving a rezoning when the applicant had offered no immediate plan to demolish or redevelop the existing structure. Ms. Durham, who spoke about planning commission proceedings, said the applicant "did not speak at the Planning Commission either" and "gave no real indication of why he wanted this rezoning." Several aldermen said it would be preferable for an owner to return after concrete plans were in place.
After discussion, the council voted; the motion failed 1–6.
The outcome leaves the property's zoning at its current R-10 designation. Council members asked staff to continue to provide background on planning-commission rationale and to encourage applicants to be present at public hearings when possible.
