Council discussed enforcement and outreach logistics — mailers, website posts and potential water-bill inserts — and asked staff to provide clear guidance for landlords, commercial tenants and mixed-use properties. The ordinance amendment passed unanimously.
Next steps: Public Works will lead a communications plan to notify affected parties and will report back on implementation timing and enforcement protocols.
