Superintendent reports slight bond‑capacity increase, KDE ‘meets requirements’ letters and staffing updates

At the Garrard County Board of Education's July meeting, the superintendent reported a modest increase in the district’s bonding capacity and shared staffing and program developments ahead of the 2025–26 school year.
The superintendent told trustees the district’s bonding capacity rose to "12.535, up from 12.46," calling the change "just under a $100,000." He said the district had discussed the figures with "Kelly at Mercy" and did not anticipate further changes in the near term.
On performance reviews, the superintendent said the Kentucky Department of Education issued "meets requirements" determinations for the district’s special education program and for preschool — the highest level in that review — and congratulated Miss Congleton and the preschool staff.
The superintendent also updated the board on the JROTC program: a letter naming Garrard County High School an official JROTC program is expected Aug. 1, after which the district will begin hiring a second military staff member. He cautioned the change will have a financial impact and noted the board would see related action items on the agenda.
The superintendent said personnel updates and payables were attached to meeting materials and asked trustees to review Hall of Fame guidelines ahead of the August meeting.
