The Goldsboro City Council closed its final 2025 meeting with a slate of unanimous votes that ranged from ceremonial recognition to funding for infrastructure design work.
Council adopted Resolution 2025-104 honoring Apostle Edwin Von Newsom, reading the resolution and inviting family and church representatives to accept the council's condolences. The resolution was adopted by voice vote after a motion to adopt as read.
On infrastructure, the council approved moving approximately $1.9 million into a capital fund to pay for consultants to complete a 30% basis-of-design report for the city's wastewater reclamation facility. Council then approved a companion capital-projects ordinance to reallocate the funds from capital reserves within the utility fund.
Council also adopted an amended yard-waste ordinance that limits pickup to 4 cubic yards and restricts the service to single-family residential properties. Staff said the change is intended to match current contractor capacity and enable a sustainable biweekly collection schedule.
Other formal motions and outcomes included: approval of the consent agenda (routine departmental reports, minutes and a previously discussed policy), tabling boards-and-commissions appointments until the first meeting in January so two commissions can finish their recommendation processes, confirmation of council committee assignments for a second year to preserve continuity, and the unanimous selection of Councilwoman Beverly Weeks as mayor pro tem for 2026. The council also authorized staff to continue developing plans to harden City Hall and present an interim security proposal and corresponding budget ordinance at a January meeting.
All votes reported at the meeting were recorded as unanimous in favor. Where individual roll-call tallies were not read aloud, council members present at the roll call were: Mayor Gaylor, Mayor Pro Tem Jones, Councilman Boyette, Councilwoman Taylor, Councilwoman Matthews, Councilwoman Wicks and Councilman White. The meeting adjourned following customary closing remarks.
