Coral Springs approves $3.4 million downtown Museum of Art buildout after heated debate

The Coral Springs City Commission narrowly approved a downtown buildout of the Coral Springs Museum of Art on a 3–2 vote after several commissioners questioned the project’s rising cost.
Project presenter Mike McNally described the plan to convert a former gymnasium into a premiere gallery with movable walls, improved acoustics, specialized drywall finish, new flooring and a small cafe. The low bid from Daniel O'Connell and Sons arrived at $3,327,180 with a $100,000 miscellaneous allowance under the city's control. The presenter said the Community Redevelopment Agency (CRA) unanimously agreed to provide an additional $1,000,000 in capital toward the difference.
Commissioner Sarah and Commissioner McHugh expressed concern about the total price — noting earlier workshop discussions referenced a $1.5 million estimate and that the city would ultimately be responsible for $2,000,000 of the buildout cost. Commissioner Sarah said she was “struggling” with a $3.4 million outlay for a space the city does not own long term. Commissioner McHugh said he was surprised by the scale of the expenditure and questioned the direct benefit to residents.
Vice Mayor Metoyer Bowen and Commissioner Simmons defended the project as a downtown economic investment. Simmons noted the city had budgeted $2,000,000 previously and said additional funds were found through the CRA and other one‑time sources. Mayor Brooke called the museum an investment that would “attract many people out of Coral Springs” and elevate the downtown.
City Manager Catherine Givens told the commission that the $2,000,000 the city was contributing came from interest earned on ARPA and other one‑time funds, not ongoing property or sales tax revenue, and that CRA lease support runs through 2032 with lease value of approximately $1,373,879. Construction was scheduled to begin in January with completion in mid‑July and a grand opening in early September if approved.
The motion to approve passed 3–2; Commissioners Sarah and McHugh voted no. The commission authorized staff to proceed with the procurement and contract administration for the buildout.
