For Holland Fields Phase 1 (SIA‑22‑9 and SIA‑22‑22), staff recommended and the commission approved a performance‑period extension to May 14, 2026, an inflation‑adjusted performance guarantee of $106,845.96 and a requested reduction of $16,284.58, leaving approximately $106,845.96 to remain posted. Planning staff and the highway department agreed on outstanding work including ADA‑compliant sidewalks and driveway corrections; staff conditioned approval on recorded performance bond and SIA documents by Jan. 15, 2026, and right‑of‑way acceptance by May 14, 2026.
For Phase 2 (SIA‑22‑7 and SIA‑24‑6), the commission approved a performance extension to April 18, 2026, and a reduction of $49,976.96 subject to the same recorded‑document and right‑of‑way deadlines. Phase 3 (SIA‑21‑7) received an extension to Dec. 15, 2026, and renewal of an inflation‑adjusted guarantee of $102,942.28; staff noted as‑built documents for Phase 3 remain incomplete.
Larry Allen, representing Bridal Investments, thanked staff for site visits and said the developer is coordinating contractors to complete the required improvements. Staff repeatedly noted that posted financial guarantees do not yet include maintenance bonds and that performance documents must be recorded by Jan. 15, 2026. All Holland Fields motions passed unanimously.
The approvals allow developers more time to complete public improvements while requiring updated bonds and right‑of‑way acceptance by the stated deadlines.
